The verdict
For most buyers, AWS and Azure are equivalent on sovereignty fundamentals. Both are US-parented, both keep data in-region, both offer customer-managed keys, and both now offer EU/national sovereign programmes. The differences that matter: Azure's Sovereign Landscapes are operational in more countries with a policy-enforcement layer (Cloud for Sovereignty), while AWS's EU Sovereign Cloud goes furthest on independent EU operation. Choose on ecosystem, price and specific in-country sovereign availability — not on a generalised "more sovereign" label.
Where ownership is decisive. If the parent jurisdiction itself is the constraint, neither qualifies — compare OVHcloud, Open Telekom Cloud or AUCloud instead.
